First, it sought to avoid foreign conflicts, then it asserted its regional dominance, and finally, it was thrust onto the global stage by world wars. The Cold War defined its role as a defender of democracy, and 9/11 reshaped its focus to counterterrorism. Now, the nation grapples with a familiar question: how to balance its own interests with its responsibilities to a complex world.
